Default Numbers displayed in the 100th decimal instead on 1,000

I am trying to get my numbers to be desplayed in decimal format instead on
number. How do I do that?

For example: 14,000 to be desplayed as 14.0
or 125,500 to be displayed as 125.5

Never mind the 0.0 is not working. I am going to stick with the first one.
the 0,.# It works the best

This works too. I can now see the 0's on large numbers. at first it was
showing 1. and leaving off the 0 now it shows the complete 1.0

Thanks.

If you are saying there is confusion between commas and full stop signs for
decimal points and thousands separators, look at your Windows Regional
Options.
Or is your number actually being shown correctly in the formula box, & just
needing to be formatted differently?
