Default can't copy/paste the formula

I want to copy this formula down through the whole column. I tried
copy/paste special/forumla from row 4 to row 5 of the column I'm on. It
copies the formula without changing the relative row down one and leaves all
the rows on 4. I can copy/paste special/formula then I drag down the + sign
on the right of the box I copied it to to change the whole column. This
isn't working on this formula and I don't know why?

Are the references absolute or relative?

Do you have calculation set to automatic?
