In light of competition frtom India, what is the going rate per line of
fully-debugged code?

There isn't one. Coding is cheap, the money comes in adding value, being
able to work with the business and help them develop a solution. That
solution may be 10 lines, it may be 10,000 lines, but the value to the
business will be based on their return, not on the amount of code.

You can't compare in that fashion. If you base your rates on those in
another area with a lower cost of living, you'll go broke and starve while
working your fingers to the bone. It won't even work here in the states: I
live in OKC and can make a comfortable living charging a lower rate than a
person living in NYC or LA would have to charge just to make ends meet.
