Default One permissable worksheet per window

I believe it is likely that what I am trying to do cannot be done in Excel,
but it would be very helpful it I were able to do it so I thought I'd ask if
it is possible.

I would like to have several windows visible at a time. The worksheet
structure and windows would be locked so that the windows could not be moved
or resized. This much I know how to do. What I would like is for each
window to display a different worksheet, but for it to be impossible for the
user to change the worksheet that is displayed in a particular window. Thus,
for example, the first Window could only display "sheet1". There would be no
way for the user to display "sheet2" in the first window. To move the cursor
into "sheet2" he would have to move it into another window. Etc.

Is there any way to accomplish this ?
