Default vlookup

Something is wrong with my vlookup. It doesn't update my columne I want to
find every cell in column "I" that is over 50% in this 98th percentile report
(rows I4::3205) and put it in column "AM" a blank column in the active
worksheet called History, on the HSI sheet.

=VLOOKUP("50.00",I:'[07-0714 Bay-Downstream Ports 98th
Percentile.xls]History'!$I$4,3205,HSI!)

Can you tell me what I did wrong with the vlookup?
