Default How to send attachment to one person at a time w/ routing slip?

Our company sends attachements to be signed with routing slips so that it
goes to one person at a time, but you just put in all the names of the people
in the order that you need them to sign it. I now have Windows XP
Professional and can not find how to do it.
Workflows does not work and I tried attaching a signature line, but if the
recipient does not have windows XP they can not sign it.
