Default Can't insert a row or even a cell

I am trying to insert rows into an Excel spreadsheet. The spreadsheet was not
a problem for the prior user in Excel 2003. I am using Excel 2007. I am
getting the error that says it can't shift an object off of the page. I get
the same error if I try to insert a row or even if I try to insert a cell.

I have already deleted all rows and colums beyond what should be the last
cell. If I choose "go to" "special" and "last cell" it is the correct last
cell. If I choose "go to" and "objects" it says there aren't any. I have
unmerged all cells, I have deleted comments off of all cells. I have saved
the workbook after deleting the extra rows and columns a second time. I can't
find any other suggestions to try.
