You use Window|freeze panes.

All the rows above the activecell will be frozen.
All the columns to the left of the activecell will be frozen.

So if you want to always see rows 1:2 and columns A:C,
You'd select A1 (just to make sure it's visible)
then select D3
then window|freeze panes.
