Default Chart Display -- fit window or zoomable?

I have two spreadsheet workbooks, both created from the same version
of excel, both created by yours truly. There is a difference between
them that I cannot explain and I cannot migrate from one to the other.

In one workbook, (call it "A") I have a chart which is "on a
tab" (rather than embedded in a sheet). This chart can be zoomed to
whatever scale I like, 200%, 100%, 75%, 50%, 25% or Selection. This
feature is easy enough to understand. As I resize the Excel
application, the zoom stays fixed, and I have to "re-zoom" (usually to
"Selection") to see the whole chart. That's fine.

Except...

In another workbook (call it "B"), I have another chart that is "on a
tab", but this chart cannot be zoomed. The zoom control on the
toolbar is grayed out and disabled. The chart simply fits itself to
the constraints of the application. I never have "re-zoom" it when I
resize Excel.

What setting controls this?

The A chart looks like a piece of paper set on a gray background. If
I zoom to 25% it's a very small white piece of paper on a largely gray
application background.

The B chart has no gray behind it. It doesn't look like a piece of
paper set down. It always reaches perfectly to the extent of the
Excel window.

Any insight out there? I'd like both of these workbooks to work like
my workbook B. I don't wanna have to tinker with the zoom levels. I
just don't know how to enable that behavior.

This is probably relevant, so I'll add it. In the A workbook, EVERY
chart is like a zoomable piece of paper. In the B workbook, EVERY
chart is unzoomable and simply fits whatever size Excel takes. I have
yet to see a workbook which exhibits both behaviors.
