Default Comments in a shared Workbook acting strangely

I have a shared workbook shared across a LAN. Each person has their own sheet
to edit. I have to edit the sheet each time around by shifting data (and the
comments that go with it). I do this programatically. Regardless, every month
neither me or the other user can edit the comments that exist on the sheet.

I can select Edit comment, highlight all the data or put my cursor in the
old data anywhere, but cannot add/delete/edit the old data. I can tack new
information on just fine. I can delete the comment and create a new one that
is totally editable. has anyone experienced this and know what is happening
here? We are using Excel 2003. Thanks.
