Default Can I set a picture to be a background in excel

When I insert a picture it covers everything up. I want it to be in
the background of my excel report sheet, so you can still see that
data. Is there any way to make the pic translucent or somehow send it
to the back of the text? I've tried "send to back," but it doesn't
work.

You want to be able to print this report sheet or just have a background on the
sheet for viewing?
