Default How do I allow a cell to display a 0 as the first digit

I am including pager numbers on a list and need to have 099 or 025 as a cell
value. But excel automatically omits the "0". I have tried General and
Number formatting.

Format the cell as text before you insert the number, or
Precede the number by an apostrophe, or
Format as 000
