Default "Create a copy" always checked

Hi.

I want users of a workbook to be able to copy it's worksheets (with their
protection in tact) but not move them.

The only way I can think to do this is to have the "Create a copy" check box
on the "Move or Copy..." menu always turned on.

Does anyone know a way to have this check box default to checked as opposed
to unchecked?
