Default Get Started Tab for Excel 2007 failed to load,

I've installed the Get Started Tab for Excel 2007.
When I try to enable it from the office button, I see that the Com add in
failed to load due to a run time error
any suggestion?

solved:
Just need to have VBA digital certificate and .NET Programmability
Support installed
