To open Excel-2003 file which including some Charts in Dialog Sheet by
Excel-2007, the system was not allowed and error show

"A dialog sheet in this workbook contains one or more charts. Because the
current version of Excel does not support charts in dialog sheets, all charts
will be deleted."

How can I solve this problem?

You have few options but not to open in XL2007. Dialog sheets were
deprecated in V95 (although they are still supported in the main)

This is because the charts in XL have changed significantly and are now
