I don't have any idea if this is possible but...Can you lock say rows one
through 10 and then be able to resize a column without effecting the rows above 1-10? |

No - width is a property of columns. You *can* merge cells to make
effective column widths different in different regions, but merging cells nearly always creates more problems than it's worth.
