When I save an Excel file as a Text Tab delimited file, the resulting file
has quotation marks inserted at the front and back of any line which
contained a comma. Also, any quotation marks in the original file are
duplicated around the original quotation marks.

asd asd, asd asd asd asd asd
becomes:
"asd asd, asd asd asd asd asd"
and this:
asd asd "asd" asd asd asd asd
becomes:
asd asd ""asd"" asd asd asd asd

Is there a way to keep Excel from doing this?

You could use a macro and write code and have complete control over what you
write.
