Default logical test and concatenate(string)

Would this work?

assuming you are currently placing the formula in cell C1:
Cell C1: =if(a1<0,a1&" "&b1&","&" ","")
Cell C2: =C1&if(a2<0,a2&" "&b2&","&" ","")
Cell C3: =C2&if(a3<0,a3&" "&b3&","&" ","")
etc...
copy this down to the last row, data in column C of that row should contain
everything...maybe?
