Format via FormatCells...NumberCustom and enter .0;-.0;0

Default How do you delete leading zeros from numbers?

Format, cells from the menu bar - number tab, custom category, change to .00
to always display decimal and two places without the leading zero.
HOWEVER, Excel adds a leading zero to decimal values because this is the
proper formatting for such numbers. That little decimal can be misconstrued
as an ink splotch if there is no zero in front to make it clear.
