Default Missing Menu Bar

I have a user who has a missing Menu bar (the one with File Edit View and so
on). All the other tool bars are there. This one is missing. I
uninstalled/reinstalled Excel, but it did not fix the problem.

Any ideas?

Default Missing Menu Bar

Views Toolbars Customize...
In the Toolbars tab, make sure Worksheet Menu Bar is checked.

Default Missing Menu Bar

Right-click in the gray area at the top of the workbook
Select: Customize
Select the "toolbars" tab
CHECK: worksheet menu bar
Click the [close] button
