Why does Excel 2007 always give pop-up "File in Use"?

Why does Excel 2007 always give pop-up "File in Use"?

After I save and close a file in Excel 2007, the next time I open the file it
always opens with the pop-up "File in Use" - Rebooting the machine fixed this
for a little while but now this always happens - why?
