Default Sub-Totals not consistent

I sorted my data by the first column (Division) and then the second column
(Account) and inserted nested subtotals first on Division and then on
Account. In my first spreadsheet called FAM Jan Export, the subtotals
inserted correctly. However, in the second spreadsheet called FAM Feb
Export, it reversed the placement of the totals. For some reason, its
putting the Account Subtotal for Account 52200 AFTER the subtotal for the
entire Division. It did the same thing in an export I did with March data.
I did the same thing on each spreadsheet (or so I believe), so Im stumped as
to why it would do this. I would be happy to send my spreadsheets to someone
if needed to further assist.
