Default Excel Collaboration

Hi,

Is there a way collaborate 1 Excel worksheet with multiple users? i.e.,
to assign a group of users to edit the document. But only 1 person can
edit at 1 time, after the last person signs-off, the document is
reassigned to the next user, ..., last one finishes the original author
will get a notice.
