I need to know how to print draft across the whole of a page.

I find using WordArt at 100% transparent with light gray lines, sized to
fit the page work well for this.

Some newer printers have the ability to add watermarks builtin to the printer
driver.

If you check the properties for that printer, you could find out if your printer
supports this.
