Default Approval Process for a Spreadsheet?

I am thinking about placing our corporate expense reports (Excel 2003) on our
sharepoint server. Of course, each individual would have access to their own
report. Is there a way that I can have their immediate supervisor go in and
approve each row (expense) with some type of control that only the supervisor
would have access to?

What I'm trying to avoid is - if the supervisor just types their initials,
the person making the expense report could do that as well. . .

Something like a password protected checkbox (with a different password from
the document), that I could give the supervisor a simple 3 character code
for,would be ideal.

you can format a range of cells (format/cells/protection) and lock them, then
protect the spreadsheet, then you would need to give the password to type in
those cells

I understand that. I guess I was hoping that I could have one password to
unlock the entire spreadsheet for major changes and editing, but a separate
password to unlock the cells that the supervisor would put his initals in. .

when you save the file: tools / general options, you can set a seperate
password for opening and editing
