Default Password protect an Excel Document from viewing

Hi,

Information collected via a web survey and transferred into an Excel
document was emailed to me by a colleague. I attempted to password secure
this document but for some reason the "Password to open" and "Password to
modify" options are viewable but apparently not available. I usually have no
problem securing a document by simply going to "Tools" then "Options" and
then choosing "Password to open". I'd like to know why these options aren't
available and possible ways to ensure that only someone with a password can
view this document. I'm using Windows XP professional and I'm not sure what
version of Excel but I assume the latest version.

Please an suggestions would be welcome. Thanks
