Default How do I route a spreadsheet?

In Excel 2003 there was a feature to route a spreadsheet via email to a
number of recipients. When the first recipient was done with their edits the
second would receive the sheet, then the third, etc. I can't seem to find
this in Excel 2007. Can anyone point me in the right direction?

If you're referring to File, Send, Routing Recipient it was removed from
Excel 2007.

You might want to grab this workbook, which maps from 2003 to 2007:
