Default Ref cells in diff wrkshtss

I am trying to set up a formula to have one cell reference another in a
different worksheet. I already have others that work fine, but one particular
range will not work. I keep getting this error #VALUE! or it just puts in the
name of the worksheet I am trying to reference when I change the number
category to either General or Text.
