Default Can't format cells

You may have Conditional Formatting which trigger to that cell. You can try
Edit Clear All (it will clear all format and content of that cell)

I have a budget spreadsheet in Excel 2003 and when I right click on a cell,
any cell, and select format cells, nothing comes up. In a new spreadsheet,
it works, but in this particular file, nothing happens. If I double click on
the cell and try it, it allows me to change the font, but I can't get to
where I actually format the data in the cell.
