Default All Saved Files getting Disabled

Every file that I have saved in excel 2003 gets put into the disabled list
when I try to open them. I went through the enable process in the help drop
down but every time I open ANY excel file the opening process gets halted and
the file gets disabled again.

Would re-installing excel 2003 help? Anyone know what's going on?
