Default Shortcut does not work

The "Ctrl + $" shortcut does not work on my excel 2003. When I use it, it
changes the value of the cell to "‚¬".

Does anyone know how to fix this problem?

Default Shortcut does not work

First of all, I think you should be using CTRL + SHIFT + 4($)

Second, I would check my Date options under Windows Regional and Language
Options.
