Default HOW CAN I GET MY CURSOR TO MOVE TO NEXT CELL BY PRESSING TAB

I am having trouble moving my cursor to the next cell by pressing tab. I have
tried this with my scrolll lock on and off. Sometimes it works and sometimes
it does not. Any suggestions on what I am doing wrong?

When it is not working: Tools | Options; open Transition tab; uncheck
Transition Navigation Keys
You will need to find which file has this ON for a permanent solution.
