Default how can I produce a diagram to scale

XP Home edition in use.

I need to create a scale diagram of the bed of a trailer so I can calculate
the volume of reels I can fit on the trailer. So I need to be able to
accurately refelct a reel with 1.4m diameter and trailer dimensions in metres.

Why make poor Excel do all the work
