Default how do I change macro relative reference? no stop recording tool

When I try to get rid of "relative reference" in a Macro, I cant get back to
choose relative reference and not relative reference. Macos all stay in
relative reference.

ToolsCustomizeToolbars.

Select the Stop Recording Toolbar.

Start Recording a macro then hit the Stop button.

DO NOT hit the "x" to stop or you will lose the Toolbar again.
