Default paste cell with formatting

I am looking for the options that will ensure Excel ask the question "Do you
want to copy source formatting." I had the option that would ask every time
I cut or copied. When excel was set up on my new computer the popup box is
not there.

OK, Nice when I answer my own questions. This is a version issue.

The options is available in 2003. I could not find it in 2000.
