How about when you right-click on a cell and select "Format Cells"?

Maybe you need to reset your worksheet menu bar.

ToolsCustomizeToolbars.

Scroll down to Worksheet Menu bar and "reset"

OR ToolsCustomizeCommands.

Select Format and drag to your menu bar.

Drag the bad item off the tollbar.

The keyboard shortcut to format cells in my version of Excel is Ctrl-1 Try
that and see if the menu pops up properly.
