Default Making Control Float

Excel 2003. I am placing a button control in a spreadsheet. The spreadsheet
is filled programmatically and hence will have rows of variable height. I
want the button control to "float" so as to always remain in a particular
row, regardless of the height assigned to the rows before it. How do I make
a button control (or any control for that matter) stay with a particular row
in a sheet? Thanks for the help.
