Default Changing the Insert Row / Column Default

Dear Sir,

I am currently using MS Excel 2002 at my work place.

When I right click the mouse ang go to Insert, this function is default at
Insert One Cell down instead of insert the entire row down. May I know is
there anyway I can change this default for Excel 2002 as well as Excel 2007 ?

In my office experience it is a very rare occation that I require to insert
a cell down or towards its right. I have a feeling that this applies
generally to majority of the office users.

If the default sweting cannot be customized according to user need, I hope
you could review this default setting in the coming MS Excel 2007 version. It
would save an aditional step for each insert.
