Is this a safe site to use? http://www.rixler.com/
I have several older files that I need to open and have long forgotten the
password.

Probably, just scan for viruses after download and before install.

I personally use Ultimate Zip Cracker ( http://www.vdgsoftware.com/uzc.html
) and it does a little more than just Excel files.
