Default Date format in permanent list

How can I get the mm/dd/yyyy format as a permanent option in my
Format/Cells/Date list? I can make a custom date format, but I lose that
every time i close Excel. I have tried by setting the Regional settings
short date default to mm/dd/yyyy but that didnt effect Excel at all. Thanks.
