Default Excel Comment boxes

Can you paste a picture inside a comment box, and have it only show when the
comment box is clicked on?

I just tried. It doesn't appear you can. With an image in the clipboard,
Paste is greyed out.

No, unfortunately you can't adjust the comment's popup position.

I thought that was the case. It seems very odd that this isn't possible when
you can alter the position when the comment box is always visible.
