Default odd sumif formula

This SUMIF formula seems weird: =SUMIF(E20:P63,,G23:G579)

1) The two ranges given overlap. Is that a problem?

2) It has no criteria?

What's the purpose of using SUMIF here? Why not just SUM(E20:P63,G23:G579)?
Am I missing something?
