Hi all-

I would like the % symbol to appear smaller than the number in a cell
formatted for %.
Is there any way to do this?

You'd have to change the number to text for this to happen.

Prefix the number with an apostrophe, then select *only* the % sign in the
formula bar.
Right click in the selection and choose "Format Cells", and then pick the
font size you want for the %.
