Default HELP! Clicking "$" button changes format to ";;" not what it shoul

When I click the currency button, I expect it to change the cell to the
accounting format with the $ sign. However, when I click it (same is true
with the "," button) all I get is a blank cell. When I look at the format
via the menu it shows Type ";;", not the _($* #,##0.00_);_($* (#,##0.00);_($*
"-"??_);_(@_) that I would expect to see.

I've tried resetting the button via the customize toolbar option, as well as
deleting the button and reinstalling off the same customize toolbar option to
no avail.

How do I fix this so that the "$" and "," buttons yield the expected formats

I'm running Excel 2003 with SP2 on an IBM laptop running Windows XP 2002
with SP1.

If you open excel in safe mode:

Close excel
windows start button|run
excel /safe

then click that $ button, what format do you get.

I'm guessing that maybe there's a macro that's stealing that button.

When you reset those buttons via tools|customize, did you do this:

Tools|Customize (just to see that dialog)
rightclick on the button and click Reset

?
