Default Conditional formating is greyed out and unavailable

Thanks, Gord! That did it. I thought the spreadsheet was no longer shared,
but after your reply I checked again and saw that it was.

ToolsShare Workbook. Uncheck "allow changes etc."

I have an Excel spreadsheet that already has a lot of conditional formating.
However, when I now try to add conditional formating to another cell the
conditional formating option is greyed out. Nothing is locked or protected
on this spreadsheet, and I don't understand what caused this change. Any
suggestions?
