Default Different "end" on different sheets

I am using Windows XP and Excel 2003. I am having an issue with CTRL + End
feature. My workbook contains 3 sheets; each with headings in various rows
and columns.

When I hit CTRL + End on sheet 1, the cursor goes to cell "M35". The user
begins entering data in row 14, column "A". I would expect it to go some
where in row 13.

When I hit CTRL + End on sheet 2, the cursor goes to cell "K1". The user
begins entering data in row 2. This is correct because the first row
contains column headings thru column "K".

When I hit CTRL + End on sheet 3, the cursor goes to cell "AD7". The user
begins entering data in row 8. This is not expected because the last column
heading is in column "P". I would expect the cursor to go "P7" because the
user starts entering data in row 8.

If i enter a space in "AD12", the cursor then jumps to "AD12"; which I would
expect. However, once I remove the space, the cursor still jumps to "AD12"
instead of the previous place in "AD7".

I have tried deleting contents - all, deleteing rows to the bottom of the
spreadsheet, and deleting columns but the cursor still jumps to the
unexpected positions on Sheets 1 and 3.

How does Excel identify the last row and last cell? I have looked in all of
the last cells found by using CTRL + END but I do not see any data or
formatting in these cells. Any ideas or suggestions would be appreciated.

This is important to me because this spreadsheet is used as a template.
When people use a copy of the spreadsheet it is causing issues for the
processing center because a macro produces an error report and it is
identifying all of these blank rows as an issue. The macro identifies the
last row with the cells(special cells, last row) feature.
