Default Excel Macro Security Failing

winXPsp2, Office2003 sp2. When opening excel spreadsheets via EXPLORER, if
macros security is set to medium, when a second ss is opened it does not give
the macro dialog. When the macros are run on the spreadsheet a warning
indicating the security is to high, or a certificate is missing.
(certificates are not used). If the same two ss are opened via Start-My
Recent Documents. The macro dialog is displayed and works fine.
If the spreadsheets are opened via Excel-File-open then all works ok.
However if the spreadsheets are opened via the Excel-File-Recent file list
the second spreadsheet fails. Any ideas ? This does not happen on all
machines or for all users. The files can be stored locally or on the network.
