Default database to Find customer by zip code

Is Access or Excel is a better way to go about setting up a
program/spreadhseet that allows me to determine which of my 20 service
centers will be responsible for any particular zip code in the US.
The scenario is an "end user" calls requiring service and provides us their
zip code...I want to determine based on the zip code who amongs the 20
service centers they should call...
thanks...seems simple enough to do via Excel but I am not sure how to best
set that up...or would Access work better.
