Default Formatting scrollbar

I have a workbook that I use with a custom scrollbar. I love it and
want to implement this feature into another workbook that I am making
myself. What the scrollbar does is only scroll left and right from
column "I" on. It leaves A-H all on the left of the screen. How do I do
this to my new worksheet? I did not create the workbook that I am using
now so I do not know how to implement this.

Default Formatting scrollbar

Maybe this action is a result of using the WIndows Freeze Pane feature..
Place your cursor in cell I1 - and at the menu select Window Freeze Panes;
