if you want to see comments all the time then
go to menu Tools Options View tab under Comments option check the
button of Comment & indicator.
hopfully I guessed what you required.

If you mean "stop the comments from hiding behind the scrolling" I don't know if
there is a way.

A workaround is to not have comments, but Data Validation input message which
will not hide.
